Isiniwalat ni dating Education undersecretary Gloria Mercado sa pagdinig sa Kamara de Representantes na namumudmod umano ng pera sa ilang opisyal ng kagawaran na aabot sa P50,000 kada buwan si Vice President Sara Duterte. Ang bise presidente, sinabing masama lang ang loob ni Mercado na "pinalayas" nila sa DepEd.

Sa pagdinig ng komite sa Kamara tungkol sa paggamit ng pondo ng OVP, sinabi ni Mercado, dating pinuno ng Procuring Entity (HoPE) sa DepEd, na nangyari ang pamimigay umano ng pera ni Duterte sa mga undersecretaries at assistant secretaries na nasa envelope noong 2023.

Naging kalihim ng DepEd si Duterte mula July 2022 hanggang sa magbitiw siya sa puwesto noong July 2024.

“Between February 2023 to September 2023, I received a total of nine envelopes labelled HoPE, my concurrent position in DepEd during that time. These envelopes were handed to me monthly by Assistant Secretary Sunshine Fajarda which she says came directly from the office of Vice President Sara Duterte,” ayon kay Mercado.

"Galing kay VP [Sara], is what she would typically say as she hands the envelopes. It would appear that I received these envelopes by virtue of my office as HoPE. Atty. Sunshine Fajarda is the wife of Edward D. Fajarda who is the Special Disbursement Officer,” patuloy niya.

Sinabi rin ni Mercado na nagtanong umano si Fajarda tungkol sa bank accounts ng ilang tao.

“My office confirmed that it was upon the instruction of the Office of the Secretary. Evidently, it would appear that regional directors and other employees on the field would also receive sums on top of their regular salaries,” dagdag niya.

Ayon kay Mercado, pinagbibitiw siya noon sa kaniyang puwesto ni Atty. Zuleika Lopez, chief of staff ni Duterte at undersecretary sa Office of the Vice President, nang tutulan niya ang umano'y negotiated procurement para sa DepEd Computerization Program.

“I was informed that I should tender my resignation effective that day. I refused to resign and insisted on departing from the service through voluntary retirement,” pahayag niya Mercado.

Ayaw naman sabihin ni Mercado na panunuhol ang intensyon sa ibinibigay na pera umano na galing sa opisina ni Duterte sa OVP.

“Uhm, it's kind of a harsh word to use...[the word] bribe,” tugon ni Mercado sa tanong ni Batangas Representative Gerville Luistro.

“Is it meant to influence your decision being the HoPE?,” sabi pa ng kongresista.

“It could be,” sabi naman ng dating opisyal ng DepEd.

"Disgruntled former employee''

Sa press conference nitong Miyerkoles, tinawag ni Duterte si Mercado na isang ''disgruntled former employee'' na "pinalayas" nila sa DepEd at may mga ginawa na dahilan para mawala ang kaniyang “trust and confidence.”

“Naka-strike two siya sa akin. Ang una niyang ginawa, nag-solicit siya ng P16 million sa isang kumpanya on paper using my name without any authorization from the Department of Education,” ayon kay Duterte.

“Pangalawa, noong nag-school visit ako sa Cebu, merong lumapit sa akin na teacher. Sabi niya sa akin, ‘Inday Sara, masakit sa loob namin na mga teachers kami na nasa field tapos merong humahawak ng teacher items na wala dito sa aming probinsya o wala dito sa aming region,’” patuloy niya.

Ayon kay Duterte, kumuha si Mercado ng isang guro sa Region 7 at inilipat sa DepEd central office para gawing niyang executive assistant.

Hinamon niya si Mercado na magpakita ng ebidensiya sa kaniyang mga alegasyon.

"I think hindi niya matanggap bakit siya pinalayas sa DepEd," ani Duterte.

Sa naturang pagdinig sa Kamara, ibinigay ni Mercado sa komite ang mga sobre o siyam na envelop na natanggap umano niya mula sa OVP.

Wala nang laman ang mga envelope dahil idinonate niya raw sa charitable institutions ang pera.

“It says HoPE and the amount is there. Kasi ang sakit naman noon, ordinaryo lang akong trabahante tapos inano ka ng Vice President, di ba? It's very painful,” anang dating opisyal.

Itinanggi rin niya nag-solicit siya ng P16 milyon sa mga kompanya.

“l did not solicit. There's no money involved there. It’s not cash. It involves equipment to be turned over to DepEd,” sabi ni Mercado.

“So, I feel very sad that up until now, the Vice has not been appraised as I explained it to her people, that we did not solicit. In fact, the two corporations are willing to give an affidavit that I have no solicitation from them [worth] P16 million,” dagdag niya.

Samantala, sinabi ng House good government and public accountability committee, na nagsisiyasat sa paggamit ng pondo ng OVP, padadalhan nila ng show cause order ang mga opisyal ng naturang tanggapan na hindi sumipot sa pagdinig nang walang paliwanag. —mula sa ulat ni Llanesca T.
