Inihayag ni Senior Superintendent Gerardo Padilla ng Bureau of Corrections (BuCor) nitong Miyerkules sa pagdinig ng komite sa Kamara de Representantes na inutusan umano siya ni dating Police Colonel Royina Garma na huwag makialam sa gagawing paglikida sa tatlong Chinese inmate na sangkot sa ilegal na droga.
Nakasaad ito sa sinumpaang salaysay ni Padilla, na dating pinuno ng Davao Prison and Penal Colony, kung saan nakakulong noon ang tatlong Chinese na pinatay sa saksak sa loob ng kulungan ng dalawang bilanggong Pilipino.
Nauna nang umamin ang dalawang preso ang ginawa nilang pagpatay sa tatlong Chinese batay umano sa utas ng mataas na opisyal ng pulisya.

“Prior to such killings [of three Chinese nationals], I have been subjected to intense pressure by then CIDG Officer Royina Garma who called me up through the cell phone of another inmate Jimmy Fortaleza. Chief Garma told me 'may mga tao kami dyan na gagawa at huwag mo na kwestiyonin, and whether you like it or not we will operate and do not interfere, baka madamay pa pamilya mo,'” nakasaad sa affidavit ni Padilla na isinumite niya sa apat na komite sa Kamara de Representantes na nagsasagawa ng pagdinig sa mga nasawi sa drug war ng administrasyong Duterte.
Ayon kay Padilla, pinagsabihan umano siya ni Garma na, “mag-cooperate kana lang or mananagot ka sa amin.”
"‘To my mind, the call from then CIDG (Criminal Investigation and Detection Group) Officer Garma was intense pressure and threat to me because I knew for a fact of the operation made against a certain drug lord in Leyte days before she called me,” sabi pa ni Padilla.
Nang tanungin ni Zambales Representatuve Jefferson Khonghun si Padilla kung "may papatayin" ba ang pakay ng mga pahayag ni Garma, tugon ng BuCor official, “Mayroon po, Your Honor.”
Itinanong din ni Khonghun kay Padilla kung may kaugnayan si dating Pangulong Duterte kung bakit malakas ang loob ni Garma na mag-utos sa kaniya, sabi ng opisyal, “Marahil, ganon, Your Honor, kasi naging mayor si President Duterte. Kahit na during that time na siya ang deputy CIDG and naging station commander pa po ng isang presinto sa Davao City.”
Una rito, nagbabala si Surigao del Norte Rep. Ace Barbers, chairman ng House dangerous drugs komite, na ipapaaresto nila si Garma, naging General Manager ng Philippine Charity Sweepstakes Office sa administrasyon ni Duterte, kung patuloy siyang hindi sisipot sa pagdinig, sa kabila ng ipinadalang subpoena.

Inakusahan ng ilang saksi na may partisipasyon si Garma, na CIDG official noon, sa pagpaplano at pagsubaybay sa mga ginawang paglikida na mga target sa ilalim ng anti-drug campaign noon ng gobyerno.
“These are not isolated incidents but part of a broader pattern of abuse that we believe Garma had a direct hand in. The gravity of these allegations cannot be overstated.We need her testimony to understand fully how these operations were conducted and to hold accountable all those involved,” sabi ni Barbers.
