Sa pagbubukas muli ng sesyon ng Kongreso nitong Lunes, inihayag nina Speaker Martin Romualdez at Senate President Francis Escudero ang magiging prayoridad ng dalawang kapulungan.

Ayon kay Romualdez, magiging prayoridad nila sa Kamara ang pagpasa sa tatlong panukalang batas na inirekomenda ni Pangulong Ferdinand Marcos Jr. na pagtibayin para maging batas.

"The House of Representatives will approve the remaining three of the 28 LEDAC (Legislative Executive Development Advisory Council) bills before the end of the 19th Congress. These are: amendments to the Foreign Investors’ Long-Term Lease Act; amendments to the Agrarian Reform Law and amendments to the EPIRA (Electric Power Industry Reform Act)," sabi ng lider ng Kamara.

"We will work diligently to review, deliberate, and enact these proposed laws, recognizing their importance in advancing the President's legislative agenda and addressing the critical needs of our nation," dagdag niya.

Magiging abala rin ang mga kongresista sa paghimay sa panukalang P6.35 trillion budget para sa 2025.

“We have to continue building roads, highways, ports, school buildings, and climate change-proof structures to maintain and expand economic growth. Progress has to reach the remotest communities,” ayon kay Romualdez.

“We are ready and equally determined to ensure that these critical measures are enacted to support our nation’s progress and development,” patuloy niya.

Kasabay nito, tiniyak ni Romualdez na hindi maaapektuhan ang kanilang trabaho sa Kamara kahit nakatakdang magsimula sa darating na Oktubre ang paghahain ng certificate og candidacy ng mga kakandidato para sa May 2025 midterm elections.

"We are committed to maintaining legislative momentum despite the approaching national elections. Our priority is to ensure that critical bills are passed and that the legislative process continues to serve the people's needs effectively," pahayag ni Romualdez.

"We must prove ourselves for another term. [And] we will navigate the political landscape with a focus on stability and progress. Let us give the Filipinos what they deserve, and they deserve more," sabi pa ng lider ng Kamara.

'Cha-cha sa backburner'

Sa Senado, sinabi ni Senate President Escudero na na hindi nila prayoridad sa kapulungan ang pagtalakay sa ano ang panukala patungkol sa pag-amyenda sa 1987 Constitution.

Sa kaniyang talumpati sa pagbubukas ng sesyon, sinabi ni Escudero na isasantabi nila ang mga usapin na maaaring magdulot ng pagkakahati-hati ng mga Pilipino, at makakaubos lang sa kanilang enerhiya.

"For this same reason, pending bills on charter change will be placed in the backburner, and will follow the ordinary and regular process of legislation, if at all," ani Escudero.

"In its stead, bills which can effect the same result— but without the needless political noise and bickering — will be prioritized. This will allow us to focus our energy on measures which the people truly need," patuloy niya.

Sa press conference, sinabi ni Escudero na wala rin sa listahan ng prayoridad ng Legislative Executive Development Advisory Council (LEDAC) ang Chacha sa huli nilang pagpupulong.

Samantala, bagaman hindi itinuturing kontrobersiyal ang panukala tungkol sa diborsiyo at pagbuhay sa death penalty, sinabi ni Escudero na hahayaan niya itong dumaan at masubok sa "legislative process."

Ayon sa lider ng Senado, magiging panuntuhan nila sa pagtalakay sa panukala ay kung makakabuti ito sa kalagayan ng mga Pilipino.

Kasama naman sa tiniyak ni Escudero na masusi nilang susuriin ang panukalang budget ng pamahalaan para sa 2025.

"Dahil pinagpapawisan ng taumbayan ang buwis na popondo dito, at papasanin ng kanilang mga anak ang pambayad sa utang na pupuno dito, dapat lamang na ang trilyon-trilyong piso na bubunuin nila ay maghatid ng ginhawa sa kanilang buhay," paliwanag niya.

Maliban sa 2025 budget, prayoridad din umano ng Senado ang Maritime Zone and Sea Lanes Act.

"Make no mistake about it, this Senate is unanimous and unbending in defending our country’s independence and sovereignty. Tayo’y makikipag-kaibigan pero hindi tayo pasisiil. Tayo’y makikipag-usap, pero hindi tayo magpapaapi," giit niya.

Matapos na maipasa ng Kongreso ang mga panukala na bawasan ang pasanin ng mga malalaking negosyante sa pagbabayad ng buwis at utang, pinuna ni Escudero kung bakit walang panukala para bawasan ang pasanin ng mga pasahero, mag-aaral, sa usapin ng kalusugan, hustisya, at sa pagkain.

"Our people are overworked, underpaid, and overburdened. A comfortable life has clearly eluded them for generations. Their dreams and struggles, more than any policy paper, provide what our legislative agenda should contain and should inspire us to work even harder. I say that it is time to reframe our work-- and pivot to laws that will make life of the Filipino easier," ayon kay Escudero.

"Let us do the heavy work, and make hard decisions to unburden the nation and uplift every Filipino. This is our unchanging mandate... We cannot fail, for our failure is their failure, and our defeat will be their defeat. But our triumph will be their triumph. And in this regard, the Senate shall not falter," dagdag niya.
