Papayagan ng Land Transportation Franchising and Regulatory Board (LTFRB) na bumiyahe pa rin sa ilang piling ruta ang non-consolidated na public utility vehicles (PUVs) o traditional jeepneys hanggang sa Enero 31, 2024.
Nakasaad sa Memorandum Circular No. 2023-052 na epektibo nitong Dec. 25, 2023, naglabas ng panuntunan ang LTFRB kaugnay sa implementasyon ng PUV Modernization Program kahit matapos na ang deadline sa consolidation application.
Nakasaad sa limang-pahinang circular, na ang mga ruta ng PUV operators na hindi nakahabol sa consolidated transport service entity (TSE) "shall be allowed to operate until 31 January 2024.” Layunin nito na hindi maapektuhan ang operasyon ng "public transportation routes without consolidated TSE."
Sa kabila ng isang buwan na palugid, maglalabas pa rin ang LTFRB at mga regional offices ng show-cause orders bilang pagtalima sa Public Service Act.
Matatandaan na naglabas ang LTFRB ng Memorandum Circular No. 2023-51, na nagpapawalang-bisa sa mga permit o Provisional Authorities (PAs) na ibinigay sa mga individual operator sa lahat ng ruta na walang consolidated Transport Service Entity (TSE), na epektibo sa Jan. 1, 2024.
Ang mga PUV operator na mabibigong sumunod sa naturang kautusan pagsapit ng deadline "shall not be confirmed for purposes of registration as public utility vehicles."
Sa pinakabagong circular ng LTFRB, sinabi nito maaari silang magbigay special permits to operate sa mga ruta na walang consolidated TSE.
"In no case shall the consolidated TSEs that elect to operate on routes without consolidated TSE reduce its operations to more than 60% of its NAU (number of authorized units) on its original routes," nakasaad sa circular.
"A Selection Process, subject to subsequent issuance shall be conducted thereafter to determine the operators who will operate on this/these routes," dagdag nito.
Sa datos ng LTFRB, nakasaad na sa buong bansa, 30% ng traditional jeepneys ang hindi pa consolidated bilang bahagi ng PUV Modernization Program.
Sa nasabing bilang, 73.5% nito o 31,058 jeepneys na hindi pa consolidated ay nasa Metro Manila. Samantalang 66% ng jeepneys ang hindi pa consolidated sa Calabarzon, at 63% sa Zamboanga Peninsula.
Sa ilalim ng modernization plan, dapat sumali o bumuo ang mga jeepney drivers at operators ng kooperatiba para kumuha ng moderno at environment-friendly jeepney na ipapalit sa mga traditional jeepney.
Nauna nang nagpahayag si Pangulong Ferdinand "Bongbong" Marcos Jr. na hindi na palalawigin pa ang Dec. 31, 2023 deadline para sa consolidation ng mga traditional jeepney drivers at operators. -- FRJ, GMA Integrated News
