Rain expected over Bicol, East Visayas Regions as Bising weakens slightly


Tropical Cyclone Wind Signal No. 2 remained raised over eight areas as Typhoon Bising (international name Surigae) weakened slightly and moved slowly over the Philippine Sea east of Catanduanes, PAGASA said Sunday night.

In its 11 p.m. severe weather bulletin, the weather agency said the center of Bising was located at 270 kilometers east of Virac, Catanduanes at 10 p.m. with maximum sustained winds of 195 km per hour near the center and gustiness of up to 240 kph.

The typhoon was "slowly" moving west-northwestward.

TCWS No. 2 remained hoisted over:

Luzon

  • Catanduanes
  • the eastern portion of Camarines Sur (Garchitorena, Presentacion, Caramoan, Sagnay, San Jose, Lagonoy)
  • the eastern portion of Albay (Tiwi, Malinao, Tabaco City, Malilipot, Santo Domingo, Bacacay, Rapu-Rapu, Legazpi City, Manito)
  • the eastern and central portions of Sorsogon (Castilla, Sorsogon City, Prieto Diaz, Gubat, Barcelona, Casiguran, Juban, Magallanes, Bulan, Bulusan, Irosin, Santa Magdalena, Matnog)

Visayas

  • Northern Samar
  • Samar
  • Eastern Samar
  • Biliran

Meanwhile, the following areas were under TCWS No. 1:

Luzon

  • The eastern portion of Camarines Norte (San Lorenzo Ruiz, San Vicente, Vinzons, Talisay, Daet, Mercedes, Basud)
  • the rest of Camarines Sur
  • the rest of Albay
  • the rest of Sorsogon and Masbate including Burias and Ticao Islands

Visayas

  • Leyte
  • Southern Leyte
  • the northern portion of Cebu (Tabogon, Borbon, San Remigio, Bogo City, Medellin, Daanbantayan) including Bantayan and Camotes Islands

Mindanao

  • Dinagat Islands

PAGASA said Bising would continue moving slowly in the next six to 12 hours as it begins to turn generally northward over the Philippine Sea east of Catanduanes. Afterward, the typhoon will continue moving northward while gradually accelerating until Wednesday evening before turning northeastward and east-northeastward away from the landmass of Luzon.

Bising was forecast to maintain its current intensity in the next 24 to 48 hours before gradually weakening throughout the remainder of the forecast period.

Hazards

From Sunday night to Monday, PAGASA said moderate to heavy with, at times, intense rains will be experienced over Bicol Region, Northern Samar, Samar, Eastern Samar, Biliran, and Leyte.

On Tuesday, moderate to heavy rains will prevail over Bicol Region and Northern Samar.

“Under these conditions and considering antecedent rainfall over the aforementioned areas, flooding (including flash floods) and rain-induced landslides are increasingly likely to occur especially in areas identified in hazard maps as highly or very highly susceptible to these hazards,” PAGASA said.

PAGASA also said tropical cyclone winds of at least a strong breeze to near gale force in strength would extend outward up to 440 kms from the center of the typhoon. Destructive typhoon-force winds would extend outward up to 110 kms from the center of the typhoon.

The northeasterly wind flow enhanced by the typhoon would also bring a strong breeze to near gale conditions with higher gusts over most of Northern Luzon, Aurora, Quezon including Polillo Islands, and the rest of the Bicol Region that was not under any TCWS.

Further, PAGASA said in the next 24 hours, very rough to very high seas will be experienced over the eastern seaboard of Luzon (5.0 to 12.0 meters) and rough to very high seas over the northern and eastern seaboards of Eastern Visayas (2.5 to 7.0 m).

Rough to very rough seas will be experienced over the northern and western seaboards of Northern Luzon (2.5 to 5.0 m) and the eastern seaboard of Caraga (2.5 to 4.5 m) and rough seas over the remaining seaboards of localities where wind signals are in effect and the eastern seaboard of Davao Oriental (2.5 to 4.0 m).

Moderate to rough seas will prevail over the western seaboard of Central Luzon (1.2 to 3.0 m).

PAGASA said sea travel would be risky and advised mariners not to venture out over these waters. — DVM, GMA News
