Lawyer says Senga, Lomibao in ‘Freudian slip’
They may not know it, but Philippine National Police (PNP) Director General Arturo Lomibao and Armed Forces of the Philippines chief Gen. Generoso Senga may be showing the true color of Proclamation 1017. Human rights lawyer Theodore Te said Senga and Lomibao have been known to repeatedly interchange President Gloria Macapagal-Arroyoâs Proclamation 1017 and Ferdinand Marcosâ Proclamation 1081. âPsychologists call it a Freudian slip. Senga and Lomibao kept referring to Proclamation No. 1017 as Proclamation 1071 and even 1081. For those young enough to not have experienced martial law, the order placing the entire Philippines under martial law was Proclamation No. 1081. New collar, old dog," Te said in his web log. Te was only one of several individuals and groups that have assailed Arroyoâs proclamation, which declared a state of national emergency since February 24. Since Arroyo issued the declaration, police have launched a massive crackdown on so-called enemies of the state, including raiding and sending troops to âsecure" media outlets. Lomibao had also warned media not to interview so-called enemies of the state, including members of the political opposition. But Te noted that Lomibao and Senga had been interchanging 1017 and 1081 in media interviews, prompting him to suspect that the two are betraying the real intent of Proclamation 1017. Lomibao, the governmentâs newest chief censor by virtue of Proclamation 1017, is no stranger to censoring the media. In July 1995, Lomibao was head of the PNP public information office when reporters covering Camp Crame were banned from interviewing police officials. At the time, reporters looking for interviews were barred by policemen guarding the lobby of PNP headquarters who said they had âorders" not to allow newsmen inside âwithout clearance from the PIO."-GMANews.TV
